In Experiment No. 25 it was worked out, by way of the structure of the political bodies, that the annual financial statement 2024 sketches the past — the yesterday — from the standpoint of the financial situation, and the budget plan 2026 sketches, in rudimentary form, a possible future.

In the further course of the legislative period, the Municipal Council (GV) in its sessions can both take up these specifications, but can also — to a certain degree — bring in new topics as ‘tasks to be solved’.

For the elected members of the GV, and even more for all other inhabitants of the municipality 61137, it is not easy, rather difficult, to keep a lasting, comprehensive overview of all these tasks and the status of their processing.

It is also largely unclear whether and how ‘expectations of the citizens’ can enter the process of formulating tasks (private individuals, business owners, youth, …). Likewise it is open how changes in society as a whole or in the System Earth are captured and dealt with — changes that can directly affect the citizens of 61137 and their living situation.

If the preceding analysis is correct, then the question is what the inhabitants — and especially their elected representatives — of 61137 can do to obtain a sustainable overview of all tasks, their status, and the possible and necessary implementation processes.

In Insert No. 7 it was shown, using the example of ‘water’, how the ‘experience of water in the household’ only became recognizable in its full significance once one takes the trouble to embed this experience of the ‘water from the tap’ into those ‘connections (relations)’ in which the water occurs — in such a way that one can recognize the ‘interplay’ of the various ‘factors’. Only when one has carried out this ‘investigation’ comprehensively enough does one have a ‘picture of the situation’, on the basis of which one can then make further considerations — considerations that may then allow a small glimpse of a ‘possible future’. Only then can one begin to think about what all of this means for the municipality 61137 and its inhabitants: must something be undertaken? What? And then one could consider whether one wants to make a ‘decision’ to do something concrete here. With such a decision to act, the story would not be over; rather, a whole new story would begin: the story of implementing a plan, in order to preserve, or even improve, good conditions for a shared future.

The question is where we get such an ‘adequate picture of the situation’.

Insert No. 7 introduced the concept of ‘meta-levels’: there is something, and some people begin to ‘think about it’, to ‘talk about it’ with one another, or even to ‘write about it’. The moment this happens, others can pick it up and make use of this ‘viewpoint’. This viewpoint may be useful, or it may not. Ultimately this shows itself only in the exchange (discussion) with one another.

In everyday life, such communicative events, through which ‘meta-levels’ are made visible, are very familiar to us: news and reports on the radio, on television, or — not least — in ‘newspapers’ and on ‘websites’.

In the end it does not matter who produces these reports, as long as they help in a constructive way to understand the real, current situation better.

Some time ago, the author of this text started, together with other citizens, a website (https://demokratielabor.org (only a first test version; still very incomplete)) whose concern is to provide web pages on which a continuous overview is to be created of as many of the ‘tasks’ as possible that seem important for the municipality 61137, and, in parallel, an overview of all the processes that are necessary in order to analyze such tasks and extend them into the future, so as thereby to become capable of deciding whether, and what, should sensibly be done.

The phrase ‘as many as possible’ must be viewed critically here: strictly speaking, no one has knowledge of ‘all’ tasks and processes; this is impossible ‘by the nature of the matter’. Nevertheless the aspiration must of course be to make visible ‘as many as possible’ of the tasks and processes that are important for all of us — even if we know that, in the end, there will be no ‘all’.

This website is — as one can easily see — no ‘opposite’ to the website of the municipality (https://www.schoeneck.de), but rather a ‘complementary addition’, through which the inhabitants of 61137 can enter into a lasting dialogue with the elected representatives and with all the other political bodies as well. In this way the inhabitants can perhaps better understand how politics in 61137 works, and the elected representatives can perhaps learn more about the inhabitants for whom they have assumed responsibility.

Naturally, the success of this website as a ‘complementary view’ depends decisively on whether ‘every inhabitant’ — that is, also the members of the various political bodies! — has the real possibility of expressing themselves on this website. As already mentioned, this website cannot raise any ‘claim to absoluteness’; it can only ‘gather together’ what is contributed by the various inhabitants, and if this is incomplete or of little use, then that too belongs to the picture which the inhabitants of 61137 have. From all the differences that may become visible, however, everyone can then also learn — if they want to, that is. 🙂

Experiments No. 24–26 as well as Inserts No. 6–7 have provided the frame within which the ‘inhabitants’ website’ of 61137 on the topics of ‘tasks to be solved’ and ‘necessary processes’ should find its place. After the first, rather technical tests, this website is to be built up step by step in the period after 12 July 2026, in such a way that it can fulfill the tasks set for it. The concept of the website https://demokratielabor.org is in general suitable for any municipality in Germany, but here it is being developed specifically only for the municipality 61137. If other municipalities — such as, for example, the neighboring municipalities of 61137 — also want to use the concept for themselves, they can do so.
